  • Under the Act respecting owners, operators and drivers of heavy vehicles, the 'Commission des transports' is responsible for registration in the Register of owners and operators of heavy vehicles. The registrant is assigned a Register Identification Number (NIR).


  • All the commercial vehicles plated in Quebec and operates a vehicle with GVWR of 4500 Kgs or more, requires a NIR.

USDOT / MC

  •  A USDOT number, also known as a U.S. Department of Transportation (DOT)  number, is a unique identifier assigned to commercial motor carriers by  the Federal Motor Carrier Safety Administration (FMCSA) operating  authority. This identifier is required for all commercial motor vehicles  that transport goods or passengers and weigh over a certain limit or  carry specific amounts of paying passengers. This number is crucial for  ensuring the safety of the public on the roadways and compliance with  federal regulations.


  •  An MC number, also known as a Motor Carrier number, is a unique  identifier assigned by the Federal Motor Carrier Safety Administration  (FMCSA) to commercial motor vehicles that transport interstate cargo  both inside their state and crossing over state lines. This number is necessary for commercial motor carriers to operate legally and ensures compliance with federal regulations.

  •  The International Fuel Tax Agreement (IFTA) is an agreement between the lower 48 states of the United States and the Canadian provinces to simplify the reporting of fuel use by motor carriers that operate in more than one jurisdiction. Commercial vehicles with  following characteristics  must have an IFTA licence and decals:


  1. two axles and a gross weight or registered gross weight of more than 11,797 kilograms (26,000 pounds); 
  2. three or more axles (regardless of the weight of the vehicle); or 
  3. be used in combination with another vehicle, resulting in a total gross weight or registered gross weight of more than 11,797 kilograms (26,000 pounds).

  •  Under the federal system, carriers operating through jurisdictions that  do not have a federally-approved carbon pricing system are required to  register and report their fuel usage to the CRA as part of their  quarterly returns. Carriers  may also receive a rebate or be levied a surcharge depending on their  calculations in their quarterly report.

  •  Pre-Arrival Review System (PARS) is an electronic  system used by the Canada Border Services Agency (CBSA) to facilitate  the customs clearance process for goods being imported into Canada.
